I’m old enough to remember when people who were persecuted for their political opinion would seek asylum in the United States.

Of course, I would be zero percent surprised, given the description of this person in the linked article, as well as the fact that he managed to travel outside of the U.S. after the incident, if it were proven he was sent by the regime.
